| Syllabus Topic | Ethics and Human Interface – Ethical concerns in public administration |
Model Answer
Artificial Intelligence (AI) uses data and algorithms to suggest decisions. In administration, it promises speed and objectivity. But ethics asks whether a machine can be trusted with choices that affect people’s lives.
AI as an input, human judgement as the final filter
Ethical Case for AI
- Objectivity: Reduces personal bias, favouritism and arbitrariness.
- Efficiency: Processes large data fast; the Supreme Court’s SUPACE portal assists judges with research.
- Integrity: Less human discretion means fewer chances of corruption.
Ethical Concerns
- Algorithmic bias: Biased data can repeat discrimination against weaker sections.
- Accountability gap: Who answers for a wrong decision?
- Opacity: “Black box” outputs cannot be explained to citizens.
- Privacy: Heavy data use must respect the DPDP Act, 2023.
- No empathy: Compassion and context cannot be coded.
Way Forward
- Keep a human-in-the-loop for final decisions.
- Use explainable AI and regular audits, as in NITI Aayog’s Responsible AI principles.
Conclusion
AI can be a dependable input, not a replacement for conscience. Public decisions must stay fair, accountable and humane.
